Can I use health insurance to pay for treatments for an accident on the job or during my commute while resident overseas? What about traffic accidents?

You can use health insurance only to treat illnesses or injuries not due to occupational causes or commuting.
Accidents on the job or during your commute are covered by Worker's Accident Compensation Insurance. Report such cases to your employer.

While in principle medical care costs required for treatment of victims of traffic accidents should be paid from the damages paid by the party responsible for the accident, check with the Health Insurance Association concerning medical care costs for a traffic accident occurring not on the job or during your commute.
