Which system is more advantageous when comparing the Medical Care System for Retired Persons under National Health Insurance and the IBM Japan Health Insurance Association's Medical Care System for Retired Persons?

The statutory benefits are the same under both systems. The difference is that the Medical Care System for Retired Persons under National Health Insurance does not provide any additional benefits for copayments paid at the medical care institution. Under the IBM Japan Health Insurance Association's Medical Care System for Retired Persons, when the copayment exceeds 25,000 yen (dependents:50,000 yen) the amount in excess of this amount (rounded down to the nearest 100 yen) is returned as additional benefits, for insured persons. It is not easy to determine which system is more advantageous in terms of insurance premiums because while the IBM Japan Health Insurance Association's premiums are fixed at 28,800 yen (monthly amount in fiscal 2016) National Health Insurance premiums vary by municipality and by individual income.
