Who is responsible for paying the long-term care insurance premiums for my wife, who is a dependent?

The Health Insurance Association pays long-term care insurance premiums for dependents aged 40 through 64.
When the dependent reaches the age of 65, the dependent him or herself becomes responsible for paying long-term care insurance premiums directly to his or her municipal government.
